What clues are in the photo?
When? Autumn. Some trees have no leaves but there is green grass near the cars and visible through the boat window.
Where? I believe this is in the USA. The house style, mix of trees, and the presence of a corvette and possibly a pickup truck support this as does Santa's American style costume and the other man's cap and clothes. The house style and trees also support this being in the eastern USA. There are no mountains visible however the overcast sky, Santa has his hood up, the glossiness of things, and water on the dock indicate rain that could reduce visibility. It is not in Florida or other far south states because it is cold enough for coats.
What is the boat? There are plaques and a sign so the boat has a place in history or other importance. There are no signs of wear, it is meticulously painted and clean, and there is no soot on the exhaust pipe so it is not used often.
Mystery clues. There are no visible tires or other "bumpers" to keep it from rubbing on the dock yet there are no scuff marks on the boat's side. There are no rails on the edges and the deck is flat except for a short wall in the back. That seems unsafe.
Don't know what these clues add up to. Thinking ...

Something tells me this is not a blade that you swing however....
It would be a great knife to perform 10 circumcisions at once!
It could be for cutting small saplings trees or bamboo.
There is a pin connected to a string so I think the handle can be removed.

It looks like the user pushes on the handle instead of swinging. Cutting Ice blocks?
