Add Polygons Add Edges Problem
Is there a reason why sometimes I can not add a polygon or a edge between two vertices?

If you show an example where we can see the problem we can try to do what you can't do.

The reason is the underlying triangulation of the geometry. Chances are good in such a case that the vertices tool has to choose a this odd route that it simply fails.
A solution is sometimes to triangulate the face in question, connect just half the way down to the wrong aligned edge, connect to the right vertice, then delete the edge that came up by the triangulation.
A reason for your face problem could be that the mesh is not longer closed. Try the heal tool, then try again to add your face.
When everything else fails: switch to Modeler. The Modeler polytools are not this picky, and connects usually everything.

Sometimes it is so weird, that I am not able to delete single vertices.

It is a window with many holes.

In modeler, the holes are gone and filled.
Maybe I will make an alpha-map of the holes instead of modeling them?
