Full lock not holding feet in place. Why?

I have imported a skeleton, and am setting up constraints and locks.

I want the feet to not move so I put a full lock (cube) on each foot bone. I then add an IK handle at the hips, activate dynapose, and everything moves as expected with the feet remaining immobilized because the locks are active (green). So I set a keyframe at frame 0, add a few more (at frame 5,10,15,20,25), and put a copy of the first keyframe at frame 30 for a nice loop.

When I hit play, the feet "swim" rather than remaining locked as they were keyframed. How can I get them to stay immobilized during animation and not just posing?

you have to animate the lock also. thast means the matrix and activation. this may fix this.

I am not versed enough in TS yet to fully understand what makes the Crazy Bob skeleton work. I have figured out that the feet need an inverted IK chain to hold them in place. That's what the big handles below the feet are.

I cannot get them to work for moving the feet to a new location on my own skeleton. It seems they behave as both inverted and not inverted on Crazy Bob.
