I'm having a difficult time posing my character. I'm trying to move the characters left hand so the forearm is parallel and in front of the chest. I put an IK handle on the hand and a position lock on the shoulder. Then I clicked dynapose , selected the hand bone and tried to move it. However, I can't pose it the way I want because the elbow won't bend. Furthermore, the whole body is moving along with the arm though I have a position lock on the shoulder. Can someone please tell me what I'm doing wrong?

Hard to say without having a look at the whole rig. In general, use as much Local IK handlers as possible. Avoid Global Locks and IK handlers. That`s what i do. That way you just pull an arm, or just pull the upper body part, and so on. Makes life a bit easier 
Local IK handlers are setup while rigging. To make a IK handler local afterwards, enter Build Skeleton, activate Add/Modify Inverse IK handlers, select your IK handler, then click the Lock you want it to connect to.

Also consider using FK, by clicking on the joint and rotating it directly using the regular widget. About the joint not bending, check the joint limits and the orientation of the joint.
No booleans were used in the mangling of this message...
