Ok When a object approaches in high velocity when it pass near to you it needs to be blurred I'm just wondering if I need to do that in a post processing software or tS has this feature, if yes... how can I do?

On the model side when you render, in the render panel you have motion blur options where you can decide how many frames are used to blur together. From past experience it works well except time to render an animation goes up allot since more in between frames are calculated and weighed together.
I've done motion blur using this method with real time animations captured. Basically using model background shader to load the workspace rendered images into the model side background shader and using motion blur to compile the animation. This method also allows some post processing to be done as well if desired using model side post processor tools. Workspace animations with added frames (to allow better motion blur calculations) and then using a video editor to restore correct length should give very good motion blur to workspace animations. I havn't tried that yet but may shortly.

I'll use it on my HD version of the animation then, for this one I need to keep the speed high.
