hi i'm trying to draw a sort of raised neck in an opening in an object , please see pics , this pic is the end of object laid flat before i sweep up ,sorry pic is not very good hope it gives you an idea

Can you tell us a bit more about what you are trying to construct? I think we might show you a slightly different method to get your result.
It appears that you are working with a plane with a hole in the geometry where using a cube with a few sweeps would do.

It looks like you are trying to sweep the edges of the opening and the easiest way to do that is to go to workspace and select the edges and use the dynamic sweep tool. You can't sweep edges in model side unless you use a plugin.
