It looks like a mechanical or electronic device. It has jewels for decoration. Part of it could be a hinge. I think it is a printer or scanner. Scanner more likely because there is not room for paper.

The brush looks normal although details aren't clear so I think the surface being painted on is the thing. I'll guess it is a new type of electronic drawing tablet/computer input device that lets you use real paint brushes. Evidence opposing this idea is that the surface would probably emit light but there is none on the hand and there are shadows on the surface.
