The moving parts look like some paper thing I remember that expanded or unfolded. Don't quite recall what it was but it looked like that material. So I think it is a paper sculpture or paper clothing.

The Asian guy is a mystery. I'll guess he made the paper thing.

Finis, maybe you're thinking of the paper turkey Thanksgiving decoration with the fan-out tail feathers.
At least, that's what I was thinking.
