Yes
In Story, right click the Track, and select 'Add New Track'.
Then select that track, it will turn Red (Active)
Make some Keyframes on that track
In Story, right click the Track, and select 'Add New Track'.

but your method is about how to add multiple tracks within the same animation, i need to add more than ANIMATION SET to the same object
(like the Tiny.X model in the DirectX SDK if your are a DirectX programmer).

When you are done with the additional Tracks of the same object. You can Merge all of the Tracks into one Track and delete the others.
There is Additive Blend Mode too, but I am not sure exactly how that works.
Experiment with both and see if that is what your after.

Maybe if you define an animation set and how it's used we could match it up to a trueSpace feature in the animation editor.
Also it may be useful to check out the pdf manual chapter 9, animation.

every track contains more than one animationSet and this last contains more than one animation (keyframe).
by the way, i have added more than one ANIMATIONSET manually at the .X file.
