I discovered that the Protect Workspace floating panel can disappear when switching views, so I made the following changes:
Protect Workspace
WP_PanelFrame
Add
{2C152F81-45A2-4035-8896-9E49D60C8A7A} to the OwnedBy attribute
Synchronize
SyncPanelFrame
Add
{2C152F81-45A2-4035-8896-9E49D60C8A7A} to the OwnedBy attribute
