May I participate? Where is it?
The person who took this photo forgot the place but I identified it after detective work. You can see the recent daytime scene in the Street View.
(You might identify not only the place but also the year if you reach some key information, but I don't know they remain in the net at this time. I saw them some years ago in the net.)
I scanned an old slide photo taken using an analog (mechanical) camera, reduced the size, and retouched only dirty molds on a small area in the sky.
I have no intention to provide entertainment in this difficult days. I hope this sort of works gives us opportunity to learn various cultures, lives, ways of thinking, histories, terrains, etc.

Drizzling some rain so I'll take a break from digging.
Not much evidence in that blurry photo. Must have been taken before they invented glasses!
What can be observed?
- There are only three colors: blue-green, pink-red, and gray.
- It is raining.
- It is night.
- The street is long.
- There are a lot of electric lights.
- Possibly some neon lights.
- There is plentiful elecrticity to run all these lights and enough cars to merit such a large street. This is not a poor part of the world and is in a time when many people had cars.
- Lights on the left are in decorative groups on poles.
- There are two rows of those lights close together as if in the median of a boulevard. If so then this is a large street.
- There is little or no traffic. There may be a small car parked.
- The crosswalk lines may be shorter than currently in the US.
- The buildings don't have lights on in the windows. Probably offices and stores closed at night. Not apartments.
- The buildings are not ornate like in some European cities.
- It looks like shopping and entertainment area.
- Photo enhancement revealed that the word "vote" appears on the lit sign in the upper right. Also, possible asian characters on a dark rectangle there are probably not writing.
- The squiggles of the lights on the tall building's windows indicate that the camera moved during exposure. Likely handheld. This could be a reason for the blurriness.
- The view is tilted. Not on a tripod. Also likely handheld camera.
- A tilted handheld film camera used in rain in a tourist or festive area. This was probably taken with an affordable instamatic camera. So the year it was taken is recent enough for that.

I see fire escape like in NYC on the right.. just the stairs are pretty long - the building has very tall storeys.
The billboards are hard to read but:
the red one seems like a company logo or something, an advert. Is it writing or is that like a city there... there is little black writing... looks like "mars" or something like that, maybe its just part of the picture and there is no writing at all.
the other billboard:
definately "DONT" but i dont se what (you worry???)... second line is "VOTE" looks like " "YES" " (?? just similr three letters).. is the thrid word "May"? "today" would make more snese

Clues:
- Taken more than 50 years ago.
- Right-hand traffic.
- In case of Vladivostok, some street trees seem of subarctic.
- Some objects remain today as far as I see in the Street View.
- The lens flares/ghosting might mislead your Street View searching.
