this is most likely for a camera (some something with a camera mount), when i see that screw on platform. The handle is pretty peculiar. Seems like one part of it can rotate to the side?

ok, so let me think about it... the rod is made of metal... is it hard metal? can it bring something (screwed in that) thru someting else, maybe thru something hard? And do you screw somehting on it, use the rod to help it go somewhere, then you unscrew it, retrieve the rod and let the other thing i...
